23 Evaluation of qualification Bautechniker

Question

I am in contact with an individual who holds a Bautechniker from Regierung Von Oberbayern, Germany and I am not clear on its standing as a qualification. I was wondering if you had any additional information on this type of qualification and what it is equivalent to, qualification wise in Germany. You urgent response is very much appreciated on this matter.

Answer

Bautechniker is a further vocational education qualification (no higher education/university qualification). After serving a three-year apprenticeship in any job of the building industry and some work experience you can attend a further education college to qualify as a Bautechniker (specialisations for different types of building are possible). The qualification is awarded from the state. They make drawings, calculations and building site management, but the level is below an engineer from university.

For more information about jobs and qualifications in the German building industry you can consult or contact the associations of the building industry (the websites are only in German but someone will be able to give information in English):

Answer

For general information about the (vocational) education system in Germany you can find resources at: http://www.bildungsserver.de/zeigen.html?seite=505 English version: http://www.bildungsserver.de/zeigen_e.html?seite=505

More detailed information about vocational education in Germany can be found at: http://www.bildungsserver.de/zeigen.html?seite=22 http://www.bildungsserver.de/zeigen_e.html?seite=22

In the sub-section on vocational training policy you can also find information on support programmes for the transition from school to work, especially for disadvantaged youth: http://www.bildungsserver.de/zeigen.html?seite=410 http://www.bildungsserver.de/zeigen_e.html?seite=410

More information on supporting vocational education for disadvantaged youth: http://www.bildungsserver.de/zeigen.html?seite=941 http://www.bildungsserver.de/zeigen_e.html?seite=941

Of interest might also be our Innovations Portal: http://www.bildungsserver.de/innovationsportal/index_e.html In the database of projects you can search for programmes and projects aimed at improving the quality of the education system. This includes projects in the field of transition from school to work. The database is only available in German.

Most of the programmes and projects you can find on the websites mentioned above are initiated by the federal or state governments, but there are also initiatives from the private sector, foundations etc.

The trade unions are involved, too. You can find information about their activities via the Confederation of German Trade Unions http://www.dgb.de/index_html and on the websites of the trade unions themselves: http://www.dgb.de/sprachen/englisch/gewerkschaften.htm For more information about their activities you best contact the trade unions directly.

26 Qualification of social workers in Germany

Question

I wonder if you can help. I manage a local authority Youth Service in England and have received an application for work from a man claiming to hold a youth work qualification from Germany.

The gentleman advised he is a "State registered Youth Worker", having completed his studies at the "University of Social-pedagogics".

It is proving very difficult to confirm this qualification exists. Do you know of it? If not, can you refer me to some one else who might be able to help?

Should the qualification be a true one I will need to be able to compare its content with our own national standards in youth work. Any help regarding course content and qualification requirements would also be appreciated.

Answer

The qualification does exist. In Germany you can qualify as a social worker or social pedagogue by gaining a degree from a university (Universitaet) or university of applied sciences (Fachhochschule or Hochschule). The latter has a more practical orientation. I suppose your applicant holds a degree called in German "Diplom-Sozialpaedagoge (FH)" or "Diplom-Sozialarbeiter (FH)". The FH is short for Fachhochschule. As far as I know this is the most common form of qualification in this field. But there might be variations. For more information about qualifications in the social sector you can contact the German professional association for social work (Deutscher Berufsverband für Soziale Arbeit e.V. - DBSH): http://www.dbsh.de/html/impressum.html

I took a look at the following website of the Department of Health: http://www.socialworkcareers.co.uk/ and I would say that the applicant's qualification is equivalent to this description: http://www.socialworkcareers.co.uk/socialwork/start/qualifications.asp But as I do not know his certificates and am not entitled to give a binding recommendation for recognition this is just a hint.

The responsible institution in the UK for recognising vocational qualifications and degrees is: http://www.naric.org.uk/ In Germany the Zentralstelle fuer auslaendisches Bildungswesen (ZAB) (central office for foreign education) http://www.kmk.org/zab.html is responsible for recognising foreign degrees and giving advice on German qualifications. Your applicant should contact the ZAB and try to obtain a certificate of equivalence (Aequivalenzbescheinigung) that will describe his qualification and give recommendations for the recognising body in the UK. More information about this procedure can be found here: http://www.anabin.de/faq/Aequivalenzbescheinigungen.htm

Should any trouble or conflicts arise in the recognition process, the following EU organisation can help: SOLVIT http://ec.europa.eu/solvit/site/index_en.htm

Other contacts of interest might be the

European Association of Schools of Social Work and Social Work Educators http://www.eassw.org/default.htm There you can find an overview of social work degree programmes in Germany: http://www.eassw.org/swSchools/swschools.htm#Germany

European Network in Social Work http://www.eusw.unipr.it/

International Federation of Social Workers (IFSW): http://www.ifsw.org/home

Maybe they know of experiences with the recognition of foreign qualifications.

31 Vocational schools in Germany

Question

We would be grateful for a list of vocational schools in Germany - Berufsschulen - for education for

Plumber Electrician Fitter Diesel Mechanic Welder Automobile mechanic

We would also appreciate contact details of someone who could give us further information on this subject.

Answer

Dependent on the federal structure of the German education system, it is not possible to produce a list of all vocational schools for the named professions in Germany. The special trainings for these professions are organized within the dual system of vocational education and training. "In the field of VET, the Federal Government is responsible for in-company vocational training, while the Länder are responsible for vocational training in schools, and hence also for vocational schools" as stated in the document below (p. 15 ff.) http://www.cedefop.europa.eu/etv/Upload/Information_resources/Bookshop/465/5173_en.pdf European Centre for the Development of Vocational Training (Cedefop): Vocational education and training in Germany

More detailed information on the dual system of vocational education and training and political responsibilities can be found in the following documents:

46 Pre-school teacher education in Germany

Question

I would like to become a Pre-school Teacher in Germany. I am from Greece and I just finished my Lyceum and the Panhellenic examinations. Could you please help me with information on how to become a Kindergarden teacher in Germany? If not, could you point me to a place on the internet, I can have a look for myself, please? I am interrested in being taught in English, but if that is not possible, I would love to learn your language, in order to full-fill my dream of working as a Pre-school teacher in Germany.

Answer

For information on the recognition of foreign qualifications you can contact the Central Office for Foreign Education (Zentralstelle fuer auslaendisches Bildungswesen): http://www.kmk.org/zab/home1.htm

They can tell you which ministry or agency is responsible for the recognition of your school leaving certificate so that you can take up a training or study course in Germany. As far as I know there is no English-language training course for pre-school teachers. So for learning and working in Germany it is essential to have a good knowledge of German.

48 Working with adults with disabilities in Germany

Question

I am a teacher with adult they have mental retarding problem (inhability). I am looking for a list of school where i can apply to work with this customer, for develop social habilities , in Germany but in French or in English.

Answer

Be prepared that a good knowledge of German might be essential to take up a job in this sector, as I think it is unlikely that you will find a school for adults with handicaps in Germany that uses English or French as a language of instruction.

We only have school databases of the primary and secondary sector on our server, therefore I cannot provide you with a list of schools for adults with disabilities.

Maybe the following associations of the special needs sector can advise you further on job opportunities, list of schools and qualifications needed. Unfortunately, the websites are mostly in German:

51 Expert on early childhood education and care in Germany

Question

We would like to organize a phone call or a meeting with you (or a persons that know good pre-school education) to share good practice of your country. Could you please reply if you know who could be able to share knowledge about pre-school education?

Answer

I would recommend to contact the responsible ministries or agencies in the respective ferderal states of Germany. The links can be found via the following page: http://www.bildungsserver.de/Landesministerien-und-Landesjugendaemter-1971.html

Alternatively, there are several research institutions specialising in pre-school education. A list can be found here: http://www.bildungsserver.de/Forschungseinrichtungen-und-netzwerke-im-Bereich-Elementarbildung-2021.html

A central institution is the German Youth Institute: http://www.dji.de/cgi-bin/projekte/output.php?projekt=818&sprache=E Part of the institute is the "International Center Early Childhood Education and Care (ICEC)": http://www.fruehe-chancen.de/themen/internationales_buero/dok/1143.php Contacts: http://www.fruehe-chancen.de/themen/internationales_buero/das_zentrum_internationale_fruehkindliche_bildung_betreuung_und_erziehung/dok/1145.php

52 Teaching and learning materials in beauty education, number of apprentices

Question

1 . What are the major differences regarding education system in (1) teaching methods and (2) teaching materials between private- and public schools for beauty. (kosmetikerin, friseurin)

2. What are the differences in: (1)qualifications and (2) schoolbooks for private schools? Are there quality differences?

3 What are developments schoolbooks for beauty education (kosmetikerin, friseurin) For example: are books in kosmetikerin bought more in general?

4. What is the trend in beauty education? For example: are there more students in beauty education in relation to last year?

Answer

As school education in Germany is not centrally organised but lies in the domain of the individual Bundeslaender, different rules might apply for each Bundesland.

As far as teaching materials and school books are concerned the general rule seems to be that for general subjects only materials approved by the respective ministry of education can be used. You can find lists of approved school books and learning materials for each Bundesland via the following website: http://www.bildungsserver.de/Zugelassene-Lernmittel-und-Schulbuecher-522.html I carried out some random samples and it seems to be that there are no rules and approvals for vocational subjects. So vocational schools have a free choice regarding learning materials for vocational subjects but must stick to the approved learning materials for some general subjects.

Whether there are differences between public schools and private schools concerning teaching materials I cannot say. In this matter und also in regard of your questions concerning differences in teacher qualification and teaching methods I would recommend to contact the ministries of education: http://www.bildungsserver.de/Kultusministerien-580.html and the association of private schools (Verband der Privatschulen): http://www.privatschulen.de/ My assumption is that the rules and methods for both types of school are more or less the same.

The Federal Institute for Vocational Education and Training (Bundesinstitut für Berufsbildung BIBB) offers a database with statistics on the number of contracts and exams for vocational qualifications: http://www.bibb.de/de/55461.htm There is a categorie where you can choose data tables for specific vocations: http://www2.bibb.de/tools/db_aws/dtazub.php?method=display_simple&bereich=0 Here you can see the development of the number of apprentices over the last years.

Here are also some addresses of vocational associations for beauty vocations that might be useful contacts:

53 Funding for special needs

Question

we are working on collecting statistics about financial support for children with severe complex needs in the Czech Republic versus other countries. To this end, could you please answer following questions:

- How much does your country pay for special education/special schools per year per child with severe special needs? (in order to make direct comparisons, it is possible to choose concrete examples for most sever disability case for Kindergarten education, elementary school education of a selection of ages. What is paid by various offices (Ministry of Education (payment to school), Ministry of Social Affairs (i.e. personal assistance, therapies))

- How much is the average salary of experienced teachers at special schools in your country?

- Assistants for these children are necessary for each child to support them during the education. The Czech republic does not automatically pay for an assistant for each child and donations are low. Does your country consider such support right? How much does your country pay per child per month/year and for salaries of such assistants? What is the average salary for such an assistant?

- Does your country support families with special needs children (how much support does a family receive for very sever cases) ?

Answer

It is not possible to answer all your questions in detail as Germany is a federal state and quite often the answer depends on the situation and regulations of the individual states (Laender). Therefore I can only provide general resources.

Figures for the funding of special needs education I could find in the following two publications:

Data Portal of the Federal Ministry of Education: Table 2.1.14 expenditure for public schools by pupil, type of school and Land (see column Förderschule/ special school) [Ausgaben für öffentliche Schulen je Schüler/-in nach Schularten und Ländern] http://www.datenportal.bmbf.de/portal/en/K21.html#chapters

A publication by the Bertelsmann Foundation on estimated additional cost for inclusive education in Germany [Zusätzliche Ausgaben für ein inklusives Schulsystem in Deutschland] http://www.bertelsmann-stiftung.de/cps/rde/xbcr/SID-5EA492E9-270F3A80/bst/xcms_bst_dms_35784_35785_2.pdf There are mostly figures on the number of pupils and teachers, some tables give figures for costs.

For more information on expenditure and costs you should contact the statistical offices in Germany http://www.bildungsserver.de/Statistische-Aemter-in-Deutschland-318.html and the ministries of education http://www.bildungsserver.de/Kultusministerien-580.html

Questions on teacher salaries can be answered by the ministries of education or the association for special needs pedagogics [Verband Sonderpädagogik e.V. (vds)] http://www.verband-sonderpaedagogik.de/

Support for personal assistants is usually provided by the municipality and the amount can differ. For questions on general and family support for people with special needs you can contact the following organisations:

I am inquiring about:

1. Is it possible to study B1 to C1 and TestDAF Preparation course (and TestDAF exam) only? 2. Can the lessons’ number be 25 lessons/week? 3. Answer

The German Education Server is not a language school and offers no language courses. Therefore, I unfortunately cannot help you with your questions. But I can give you some contact addresses for further information:

You can find some basic information on learning German on the website of the German embassy: http://www.manama.diplo.de/Vertretung/manama/en/06/Weshalb__Deutsch__lernen/Weshalb__Deutsch__lernen.html

There is also a link to the Goethe-Institute Liaison Office for the Gulf Region: https://www.goethe.de/ins/ae/en/spr/prf.html

56 Support for learning German

Question

I came to Germany seeking for the right of the protection as refugee. I have the permission to work as my professional career as civil Engineer. But my problem is with the learning Germany language. And i dont have enough money for the school, i want at least B2 level.

Answer

Unfortunately we cannot give you support for a language course, but I will try to give you some advice that might be useful.

Usually the Volkshochschule VHS (adult education college) offers cheap language courses, though it might be difficult to get a place immediately as the demand is very high. Maybe you can make an arrangement with the VHS for a payment by installments so that you can handle the costs. To look for a VHS near you you can use this website: https://www.volkshochschule.de/volkshochschulen-vor-ort.html

Another way would be to try self-learning programmes:

The VHS has a learning German portal: https://portal-deutsch.de/en/lernen/deutschlernen/

The Goethe Institute also offers learning materials for self-learning: https://www.goethe.de/en/spr/flu.html

Language course of the government broadcasting station: https://learngerman.dw.com/en/languages

The Refugee Phrasebook provides useful phrases and information: https://www.refugeephrasebook.de/

Many cities and towns have volunteer organisations (Flüchtlingshilfe) that offer help with learning German free of charge.

As you already have a work permit you should try to find a job even if you have no knowledge of German. In your profession it should be possible to find something where English is sufficient as a working language. Then it should be no problem to take further steps learning German. Ask your local Arbeitsagentur for help but also try to find a job on your own.

Job Board of the Arbeitsagentur: https://www.arbeitsagentur.de/en/job-board

Here are some specialised job portals for engineers (the German for civil engineer is Bauingenieur):

https://jobtensor.com/

https://www.ingenieur1.de/

https://www.ingenieurweb.de/stellenangebote

https://www.get-in-engineering.de/

The Google translator is very useful to help you find your way on German websites. https://translate.google.de/

57 Statistics on early child care and education and school education

Question

It would be really helpful if you can provide the following data to us:

Number of students studying in early years and primary schools in Germany by age, grade level, type of school (public v private v etc.) and language of instruction (German v English v others) (it would be great if you can share the most recent data for the last 4-5 years)
